If someone is living in canada with expired status , he/she is in non compliance with the act. Non-Compliance is not as serious as Inadmissibility .
Non-compliance: means you directly or indirectly failed to satisfy the requirements of the Act or Regulations. Some examples are as follows:
you were not examined when you entered Canada; you did not obtain a temporary resident visa (TRV); your visa expired before you entered Canada; you did not have a passport or it expired before you entered Canada; you overstayed your period of authorized stay; or you worked or studied without authorization (a permit).
Usually most of the non-compliance issues are resolved automatically over a specified period of time . Example 6 months or so. You can again apply to enter canada from your home country after specified time has passed .

if you over-stayed in canada then its an issue of non-compliance. Non-compliance issue is automatically solved after some duration of time has passed . usually 6 months. So you can reapply after 6 months .
hi there....i came to canada in Aug 2004..im still residing with my mom bcus she is a PR and her hsuband is a citizen...they both sponsored me since then and i still havnt be accepted...when i came here my stay wasnt extended ..im not allowed to have a work nor study permint and its very frustrating a...ive been told that ill probably hav eto wait another three yrs b4 the first stage of approval...is there anything i can do??

Few types of work-permits don't need LMO but in your case you would need HRDSC LMO [Laboour market Opinion] for the job offer . For that you need to apply in advance .
